Ornamental grasses don't so much bloom as perform. Their flowers are subtle (plumes, tassels, seed heads) but their movement in the wind is unlike anything else in the garden. Karl Foerster feather reed grass is arrow-straight and dramatic by midsummer. Little Bluestem turns russet-red in fall and holds that color through winter. These are the plants that make a garden look good in December.
